Configure tools for agents

Tools wrap APIs, integrations, stored procedures, or scripts so agents/workflow nodes invoke them deterministically.

We will elaborate on authoring custom tools versus packaged ones, schemas, timeouts, auditing, sandboxing, and permissions.
